I've heard that criminals who leave clues intentionally or play games with the police secretly want to be caught. Franks suggests this guy does it because it increases his excitement.
"5-2-2-6-6-6" is the phone code the bomber sends before the attack. On the keypad it spells out "KABOOM".
Not much Millennium content here, just Frank's anguish at not being able to protect the innocent.
