When a psycho begins killing horses in North Dakota, Frank arrives to try and stop him before he graduates to people. That was his plan, at least.
After two demonology episodes we are back to profiling psycho-sexual killers.
When Frank asks the vet why the horses just stand still to be killed, she says:

It's because they're reared to trust in man. I've seen horses trapped in the killing box at the slaughterhouse. They can smell the blood and the death of the animal that was in that box before them. But despite that, they trust in man. Their executioner standing above them with a bolt gun and they look to him for help and he fires a steel bolt straight into their heads.
That is dark, depressing wisdom, the analogy of how the wicked use our better natures against us. Trust cannot survive against those who exploit it.

When the casting director thought of "horse women" he thought of redheads who look like Julianne Moore. (Well, and one blonde).
We have a captive bolt gun, as used in No Country for Old Men (2007).
The resolution is a bit too on the nose. I would have done it differently.
